GDPR fines are not enough

Last week was publicly revealed that Amazon has been fined $887 million for an alleged GDPR violation.
I’m not getting into if it’s fair or not, if it’s too much or too few. What’s the point of fining? The damage to the affected people has been done, and they don’t get any compensation.
This fine was thanks to the Luxembourg Data Protection Agency’s opinion on the collective legal action started by La Quadrature du Net.
